RSJI is a research-oriented, private practice based, interventional regenerative medicine facility. We are constantly evolving, innovating and enhancing our protocols in our in-house state of the art, biologic facility to provide the most innovative and advanced treatments for painful spine/musculoskeletal conditions. We collaborate with some of the most influential Tissue Engineering and Stem Cell scientist throughout the United States, in order to provide the best care to our patients. Dr. Carlos J. Garcia, M.D. received his undergraduate science degree with honors at the University of Puerto Rico in 1978. He completed his M.D. at the Medical College of Wisconsin-Marquette University in 1982. He completed his Anesthesiology training at the University of Illinois Hospital in 1985. During his last year, he served as the Senior Resident. Dr. Garcia received the prestigious Bruce M. Cherkala award in Clinical Research in Anesthesiology.
He served as a Major in the United States Air Force from 1985-1988. During this time, he was Chief of Anesthesia and Pain Management. He was honorably discharged and joined private practice in 1988. He moved to the North Texas area in 1990, practicing Pain Management and Anesthesiology. In 2002, Dr. Garcia started the only full-time interventional pain medicine practice in the area, Premier Pain Care. He is Board Certified in Anesthesiology and Pain Medicine.
Dr. Garcia has completed training and certification in state-of-the-art procedures such as: Diagnostic Nerve Injections, Sonography, Kyphoplasty, Percutaneous Discectomy, Spinal Cord Stimulators, Bone Marrow Derived Stem Cells, Adipose Derived Stem Cells, Lipo-Aspirate Grafting, and other Tissue Engineering Therapies. Dr. Garcia first started practicing Interventional Regenerative Pain Medicine in 2005, has pioneered and invented novel minimally invasive disc interventions utilizing state of the art tissue engineering techniques with stem cells therapies (B.E.T.R Bio-Stem Disc). In 2015 he founded the Regenerative Spine and Joint Institute.
Dr. Garcia belongs to numerous local and regional medical organizations such as the International Spinal Injection Society, American Society of Interventional Pain Physicians, Texas Pain Society, and the Texas Medical Association.
During the last 10 years, he has received extensive training in surgical liposuction, orthopedic medicine, bio-mechanics, and stem cell medicine. He is currently involved in training, research and lecturing in the US and internationally in tissue engineering treatments for minimally invasive spine and musculoskeletal conditions. Among his most important professional accomplishments, he considers serving his country in the United States Air Force the greatest honor of his career.
He enjoys competitive shooting sports, flying gliders, fly fishing, cycling and spending time with his family.
Mary L. Napier-Garcia, MS, NP-C received her bachelor‘s of science in nursing from Marquette University Nursing School in 1981. She worked as a pediatric intensive care nurse at Milwaukee Children‘s Hospital, and then at the prestigious Children Memorial Hospital in Chicago. In 1998 she obtained her Masters Degree as a Certified Family Nurse Practitioner from Texas Woman‘s University. Prior to co-founding Premier Pain Care, PA in 2002, she worked as a family medicine nurse practitioner in the DFW Metro Area.
Has trained extensively in interventional pain procedures and regenerative lifestyle medicine. She is at the forefront of Bio-Cellular Regenerative Medicine, including extensive training in Stem Cell Therapies, PRP and other treatments as it applies to regenerative lifestyle therapeutics.

After practicing Interventional Pain Medicine for nearly 30 years and Interventional Regenerative Medicine (Biologic and Stem Cell Therapies) for 10 years, it has become obvious to our patients and our medical colleagues that Experience Matters. There is no book knowledge, nor weekend courses in (Stem Cells Injections) that can replace clinical experience. Knowledge without experience is theory, however knowledge with experience is wisdom.
The second most common questions new patients ask our staff is: What type of training does the doctor have?
Traditional medical specialties like Anesthesiology and Physical Medicine train their physician in multiple injections therapies and procedures to treat pain and musculoskeletal medicine conditions.
Recently, physicians in other specialties have begun a new trend in learning to do injections by attending (weekend courses) and other short courses to teach them how to become (Stem Cell Doctors.) We encourage our patients to ask their physicians the following questions: What is their specialty? What type of training and experience do they have? Where did they train, and when? Only then, patients can have enough information to assess the competency of their regenerative medicine doctor.
Dr. Garcia has performed over 30,000 interventions is pain medicine and has treated thousands ofpatients with regenerative medicine techniques during the last 30 years. He has also trained extensively during the last 10 years in Musculo-skeletal Sonography, with allows precise diagnosis and guidance during complex interventions.
Furthermore, we have been training during the last 10 years in other medical disciplines such as,Wellness Medicine, , Bio-Mechanics, Plastic Surgery (training in lipo-aspirate grafting), Stem Cell Medicine and Molecular Biology (over 300 hours).
Not only we have performed numerous regenerative interventions throughout the years, but alsowe have developed new tissue engineering bio-cellular therapies utilized in the treatment of degenerative disc disease and other conditions. In addition, Dr. Garcia has developed the proprietary BETRone space® technique, and continues to enhance protocols with his in-house facility and surgical suite.
Our practice was the first in the United States to perform a complex tissue engineering treatment involving autologous mesenchymal stem cells with scaffolding to successfully treat a patient with advanced symptomatic degenerative disc disease. This work was presented in an international regenerative medicine conference IFATS, Quebec in 2012.
Although our institute offers the most advanced, minimally invasive, Bio-Cellular RegenerativeTherapies, we frequently start with more economical or and simple interventions. Our decision-making is based on the patient‘s specific medical condition and not on their financial resources.
OUR APPROACH MATTERS
Our practice offers compassionate, cost effective and personalized precision-based regenerativeinterventions. We utilize a holistic approach by treating (a human being with a painful or degenerative condition), not an MRI or a herniated disc.
Our proprietary evaluation tool assesses the overall patient‘s ability to heal- we call this the Regenerative Body Index. We also assess the specific structure‘s (joint, disc, nerve) ability to heal based on the stage of injury or degeneration, known as the Regenerative Index (for example the Regenerative Disc Index). When combined, both evaluation tools can predict greater accuracy of patient‘s response to our regenerative medicine interventions.
More importantly, we recognize that performing the most advance regenerative medicine interventions is a small portion of what determines long-term outcomes. In order to improve our success, we need to optimize our patient‘s ability to heal by encouraging them to engage in a Regenerative Lifestyle. This consists of proper nutrition, exercise, avoiding damaging lifestyle choices, optimizing their hormones and addressing the psychological wellbeing.
